New call – for projects in 2004
The call (for 2004) was published on 19 August 2003 (in Official Journal C195). Deadlines will be 30 October 2003 (one-year projects) and 14 November 2003 (multi-annual projects).

Focus on cultural heritage
Remember that the focus for the 2004 call is on cultural heritage – though applications for performing and visual arts, and for translation projects, will also be accepted. However, all applications must:
Successful applicants can receive a maximum of 50% (for 1 year projects) or 60% (for 2-3 year projects) of the total budget, but please note this you are not allowed to include expenditure on restoring premises or buying new equipment.

The 2003 call for proposals closed on 15 October 2002 (for annual projects – Action 1) and 31 October 2002 (for multiannual projects – Action 2). There were 507 applications for Action 1 and 144 for Action 2. By now all the applicants should have been notified on the outcome of their application. The contracts to successful applicants will have to be returned to the Commission as soon as possible.

In addition to these mechanisms, and in response to many requests, EUCLID has brought back an occasional “Alert Partner Search” newsletter. The first issue was sent out in mid-June and the second in mid-July – the next one is planned for mid-August. If you are seeking a partner, please send us a short description of your project, the type of partner(s) you are seeking, and your contact details and we will include these in this bulletin (the deadline for receiving these will be the 10th of the month).
CULTURE 2000 Workshops and Surgeries: Sept-Oct 2003
Workshops and surgeries are offered specifically for organisations that are preparing an application for the next call for Culture 2000 (for projects in 2004-2005 – see www.culture2000.info for more information). There will be 2 half-day workshops looking in detail at the application form and the other requirements for submitting an application. London on Thursday 11 September at the DCMS (near Trafalgar Square) Manchester on Monday 29 September at the Royal Exchange TheatreThese workshops run over an afternoon from 2-5 pmThis year, EUCLID will also be planning “surgery” sessions. Each surgery session will last around 45 minutes and participants will be allocated a specific time-slot. Cultur€uro Seminars 2003
There will be 11 full day CULTUR€URO seminars covering the full range of EU funding programmes for the arts and cultural sector, including the Culture 2000 programme, other trans-national funds, and the Structural Funds (these need to be accessed now before they disappear after 2006!).
The CULTUR€URO Seminars run from 10.30 am - 4.30 pm.
The standard registration fee for the seminars is £94 + VAT, with discounts available for some venues.
All CULTUR€URO seminar delegates will receive a full Information Pack with summary notes of all presentations, extensive contact details in the UK and Europe, etc.

European Heritage Laboratories
Action 3 of the Culture 2000 programme provides support for projects submitted by the appropriate authorities of the participating States and involving the conservation and safeguarding of cultural heritage of outstanding importance which contributes to the development and dissemination of innovative concepts, methods and techniques at European level and which can be described as "European heritage laboratories". Special calls are organised each year in the participating countries.
By a letter dated August 22nd 2003, the Commission has invited the competent authorities of the Member States and countries participating in the Culture 2000 programme to submit projects that could be granted the qualification of "European Heritage Laboratories" in the year 2004. Funding will be given to approximately four projects.

European Union Prize for Cultural Heritage / Europa Nostra Awards - Call for Entries 2003
The aims of the European Union Prize for Cultural Heritage / Europa Nostra Awards are to promote high standards of conservation practice, to stimulate the exchange of knowledge and experience throughout Europe and to encourage further efforts through the power of example. It will achieve this by giving public recognition to outstanding initiatives and best practices by either individuals or organisations, which contribute to the protection and enhancement of cultural heritage in Europe. Entries may come from the European Union member states and candidate states, as well as from the member states of the European Economic Area.
Outstanding heritage achievements will be rewarded by six top cash Prizes of 10,000 Euro each, in addition to Medals and Diplomas in the following categories:
1. An outstanding project in the field of:
2. An outstanding study in the field of cultural heritage
3. Dedicated service to heritage conservation by individuals or groups
Criteria for the assessment and the judgement of entries are the quality of the work executed, its cultural, educational and social relevance and the preliminary research conducted. Entries can be on a scale ranging from small to large, local to international, and should display a standard of work, which would be considered outstanding in a European context. Projects and studies must have been completed within the last three years. The completeness and the presentation of the dossier will be taken into account.

MERLIN Database on legal information relevant to the audiovisual Sector in Europe
The IRIS Merlin database enables you to access more than 2,500 articles reporting on legal events of relevance to the audiovisual industry. These articles describe relevant laws, decisions of various courts and administrative authorities, and policy documents from more than 50 countries. They also report on legal instruments, decisions and policy documents of major European and international institutions.
